Streamlining Measures
1. The selection and appointment of Fair Price Shop (FPS) Rationing Agents for the hill districts/areas shell by the Dy. Commissioners concerned and the ADCs of Jiribam and Kangpokpi. (A separate order will be issued for the valley districts).
2. While selecting and appointing FPS Rationing Agents preference shell be given to persons who are solvent and literate, own/possess a shop/building at a suitable location in the service area and have aptitude and experience in trade and commerce.
3. The FPS Rationing Agents shall generally be appointed for a period of one year subject to their agreeing to abide by the rules, regulations and instructions issued by the Central and / or State Governments in regard to PDS.
4. The Dy. Commissioners and the ADCs of Jiribam and Kangpokpi shall be responsible as well as accountable for distribution of PDS items through FPS Rationing Agents.
5. The Dy-Commissioners and the ADCs of Jiribam and Kangpokpi, in coordination with the Director/FCS, the authorities concerned of IOC Ltd. and FCI and SK Oil Dealers, take steps to ensure that PDS items allocated for their respective districts/areas are fully lifted and distributed/supplied to the targeted households at prices and fixed by the government/competent authority.
6. The district-wise allocation of S.K.Oil shall be done bi-monthly on the basis of population and the dealer-wise sub-allocation on the basis of the population within the service area of each S.K.Oil dealer. The FPS agents shall issue S.K.Oil to the (households) consumers on presentation of ration cards and in accordance with the instruction issued by the Government in this regard. (The Director of FCS., the Dy. Commissioners and ADCs concerned shall ensure that ration card is issued to all the households).
7. The FPS level Vigilance and Monitory Committees constituted by the Government shall have authority to monitor the performance/functioning of the FPS agents, to report against mal-practices to the District Administration and the Government and to recommend measures for streamlining the functioning of the FPS agents.
8. The Dy. Commissioners and the ADCs of Jiribam and Kangpokpi shall submit monthly report on PDS to the Government and the Director(FCS) on or before 10th day of the next following month in the manner prescribed by the Government.

District Level Selection Committee for selection of Fair Price Shop Rationing Agents in respect of valley districts.

2. The District Level Selection Committee shall perform the following functions :
Selection of FPS Rationing Agents;
Selection of members of FPS Level Vigilance Committee;
To make recommendations for funding of suitable NGOs from the Central Consumer Welfare Fund/Govt. of India sources;
To monitor the performance / functioning of the FPS / Ras and recommend measures / actions for improvement.
3. The DCs concerned and ADCs of Kangpokpi and Jiribam shall appoint persons/organisations recommended by the Selection Committee as FPS Agents for a period of one year subject to the selected person/organisation agreeing to abide by the rules and regulations and instructions issued by the Central and State Governments in regard to the Public Distribution System. The FPS Agents appointed by the competent authority shall distribute PDS items including SKO at the prices and scales fixed by the Government / Dy.Commissioner concerned.
4. The DCs concerned and the ADCs of Kangpokpi and Jiribam are authorised to review the performance of any or all FPS Rationing Agents within their jurisdiction at any time and take such action to terminate / replace the FPS Rationing Agents within their jurisdiction at any time and take such action to terminate / replace the FPS Rationing Agents found indulging in unfair trade practices and / or violating any terms and condition of agreement or rule /instruction of the Government issued in this regard.
5. With respect to the Wabagai, Lilong and Wangkhem Assembly Constituencies, selection of FPS Rationing Agents by the District Level Selection Committee will be subject to the result of the W.P.C No. 2950 / 2003 in view of the interim orders passed by the Hon'ble Gauhati High Court in this regard.

Public Distribution System : streamlining measures-regarding :
1. PDS rice shall be issued to the FPSs / Rationing Agents from / through PDCs in the District.
2. The Dy. Commissioners (DCs) and the Additional Deputy Commissioners (ADCs) concerned, in partnership with the Director (FCS), the District Superintendent of Police, the IOC Ltd. & SKO Dealers concerned and the FCI, shall prepare monthly detailed programme/action plan for lifting / transportation of the full quotas / allocations of PDS items for their respective districts from the FCI/FCS godowns and the depot of IOC Ltd./SKO Dealers, stocking of rice and sugar at the PDC and distribution through FPSs/Rationing/SKO Agents to the targeted people. (The FCI shall reimburse the cost of transportation of rice/sugar from their godown to PDCs).
3. The DCS and the ADCs concerned shall submit to the Government and the Director / FCS, Govt. of Manipur, monthly report on the receipt and distribution of PDS items on or before the 10th day of the next following month in the enclosed format. (The report should be prepared/furnished after careful verification of the relevant facts).
4. The DCs, the ADCs concerned and the District Supply Officers (DSOs) shall ensure wide publicity in such a manner that the people and all concerned are adequately informed about the allocations of PDS items for the district as well as the FPSs /Rationing SKO Agents, the scales of issue, retail sale price. (Legal and administrative action should be taken against trade practices).
5. The FPSs/Rationing/SKO Agents shall maintain accounts/records of receipt and sale and enter the quantity of PDS items issued to the targeted households in the ration cards. (Only the card holders shall be entitled to receive PDS items, and the DCs/ADCs concerned should ensure that ration cards are issued to all the households in their districts).
6. Distribution of PDS items shall be done in presence of at least two of the following persons:
(a) A respectable person of the municipal ward/village nominated by card holders;
(b) Commissioner of the municipal ward/village Authority Chairman/Pradhan as the case may be;
(c) A representative of women's group (to be nominated by SDO/DC):
(d) A social activist (to be nominated by the SDO/DC):
(e) A nominee of Voluntary Action Groups/Associations of repute of the area :
(f) Representative of DC/SDO/DSO/Department of FCS.
7. The Dy. Commissioners/ADCs shall depute a responsible official along with the Rationing Agent while lifting the quota allocated to each agent from the FCI / Directorate of FCS. The official deputed by the DCs / ADCs and the Agent shall ensure that the quota of PDS items allocated and lifted is transported through the transporter engaged / appointed by the competent authority and delivered fully at the FPS / location as specified by the DC / ADC concerned. The said official shall also report to the DC,ADC and SDO concerned about the lifting and delivery of the commodities at the FPS/location so specified immediately.
8. The SDO/SDC/Pradhan/Member of Zilla Parishad/Ward Commissioner concerned shall certify the distribution of PDS in the desired manner. The FPSs/Rationing/SKO Agents shall submit such certificate to the DC/ADC concerned who will issue indent for subsequent months only after verification and confirmation of the allocations for the previous month have been fully distributed to the targeted households.
9. The Dy. Commissioners / ADCs concerned, on the recommendation of the District Committees, shall appoint FPS level Monitoring and Vigilance Committee comprising the following :
3 representatives of card holders (one of whom shall be woman);
Elected member of Panchayat/Ward Councilor concerned;
Consumer Activist/Social Worker nominated by SDO/SDC concerned;
Respectable person nominated by SDO/SDC;
President / Secretary of Voluntary Action Group / Association of repute Recommended by the Village Authority in respect of Hill areas.
The members of FPS level Vigilance Committee shall have authority to inspect the FPS/Distribution Centre and report to the authorities concerned any instance of irregularity or other malpractices, and the FPS Rationing Agents shall be answerable to the Vigilance Committee.
10. All concerned are requested to strictly adhere to the above-stated instructions and non-compliance will be viewed seriously.

2. D.Cs/ADCs concerned shall appoint Fair Price Shops (FPS) Rationing / SKO Agents on the recommendation of District Level Selection Committees (for valley districts) and in consultation with the authorities concerned specified in government orders issued in this regard (for hill districts / areas).
3. Distribution of PDS items through FPS Rationing / SKO Agents shall be done in presence of the persons/authorities authorized by the Govt. in the regard. FPS Rationing /SKO Agent shall display at a conspicuous place the quantity of PDS items allocated scale of issue, retail sale price for information of the people/all concerned.
4. FPS Rationing /SKO Agents shall issue PDS items on presentation of ration cards and record /enter the details of items and quantity issued in the ration cards. The DCs & ADCs concerned shall provide / issued ration cards to all the households in the district.
5. Members of the Vigilance and Monitoring Committee concerned shall have authority to monitor the distribution of PDS items by FPS Rationing /SKO Agents, to inspect the records relating to receipt /issue of such items and to report to the DCs/ADCs against mal-practices.
6. The depot of the IOC Ltd. at Imphal, the SKO dealers and the FPS Kerosene Agents shall maintain accounts of SKO allocated/received/distributed in order to facilitate verification/inspection by the competent authorities.
The Department of FCS appeals to all the authorities and agencies concerned and the people of this State to extend cooperation in making PDS effective and successful and in preventing/ checking any mal-practices.
